Mark Sanborn is a Principal for Policy and Government Relations at Lincoln Park Consulting and has an extensive background in developing agriculture, community development, and transportation policy, government relations, and project management in the private and public sectors.
Just prior to joining LPC, Sanborn served as an appointee in the Administration of President Donald J. Trump as Chief of Staff at the US Department of Agriculture (USDA)’s Rural Development and as Director of Governmental, International and Public Affairs for the Pipeline and Hazardous Materials Safety Administration (PHMSA) at the US Department of Transportation (USDOT). Before serving in the Trump Administration, Sanborn was Political Director for the 2016 Trump/Pence Campaign in New Hampshire.
Sanborn’s other professional experiences include Director of Government Relations for Concord Coach Lines (a private sector bus company), Federal Liaison for the New Hampshire Department of Transportation, and as an appointee in the George W. Bush Administration, where he served as Counselor to the Assistant Secretary for Transportation Policy at USDOT and as Confidential Assistant for Rural Business-Cooperatives Services at USDA. Prior to all of this, Sanborn began his public service career in New Hampshire congressional offices as a staff member for former US Senator Bob Smith (NH) in Washington, DC and for former US Congressman Charlie Bass (NH-02) in his district office.
The following is a list of policy areas of Sanborn’s focus and professional experience. Beyond the specific policy areas, this includes an understanding of the roles of the legislative and executive branches, the processes involved in the executive branch policy and operations decision-making process, the interaction between the two branches of government, and the similarities and differences needed in approach when interacting with federal, state, and local governments.
• Agriculture/Rural America – Direct understanding of the US Department of Agriculture and the policy issues under the Department’s authority including a strong familiarity of the challenges facing Rural America and the business, utility, housing, community facilities, and broadband programs that have been created to support these communities.
• Surface Transportation/Infrastructure – A background with the US Department of Transportation and all of the modes within the Department and an understanding of the funding, permitting, and regulatory processes for all modes of surface transportation and airport and port planning and development.
• Energy – Experience with the permitting and regulatory processes for pipelines, the movement of hazard materials and energy products, and familiarity with the roles of PHMSA, the US Department of Energy, the US Department of the Interior, FERC, and the US Department of State in these policy areas.
• Economic and Community Development – Proficiency with the federal funding resources available for economic development, housing, utilities, and energy projects, including the different programs available for rural and non-rural communities, and an understanding of the elements needed for a successful grant or loan application.
• OMB and CEQ – Experience with the responsibilities of these White House offices and the nature of their interaction with federal executive branch departments and Congress, which is an important part of the permitting and regulatory process.
Sanborn is a graduate of the University of New Hampshire where he received a Bachelor of Arts degree in political science with minors in history and philosophy.
